In 2024, significant changes have shaped the Express Entry system, affecting both the number of draws and Comprehensive Ranking System (CRS) scores. From updates in proof of funds requirements to Immigration Minister Marc Miller’s focus on domestic draws, the first six months of 2024 have seen a different landscape compared to 2023.
In 2023, Immigration Refugees and Citizenship Canada (IRCC) conducted 13 Express Entry draws, issuing 49,948 Invitations to Apply (ITAs) to candidates through programs like the Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), Provincial Nominee Program (PNP), and others.
In contrast, by mid-2024, the IRCC had held 19 Express Entry draws, issuing 41,855 ITAs. While the number of draws increased, the total ITAs issued were lower. New category-based selection draws in healthcare, agriculture, STEM, and other sectors emerged, influencing the system. As a result, CRS cut-off scores in general draws were significantly higher, with the average CRS cut-off score in 2024 sitting at 536, compared to 489 in 2023.
The reduction of ITAs and higher CRS scores suggest that while more draws are occurring, the criteria for selection have become stricter. With an annual immigration target of 110,770 landings in 2024, IRCC will need to adjust its strategy in the latter half of the year to meet these goals.
This shift reflects a more targeted approach, potentially benefiting skilled workers in specific industries while narrowing the path for general candidates.
