The selection criteria varied, with a focus on candidates’ work experience, language proficiency in English and French, and other qualifying factors specific to each province’s labor market needs.

The Skilled Worker, International Graduate stream provides a direct route to permanent residency for graduates from Canadian post-secondary institutions who have received full-time job offers in British Columbia. Eligible applicants must have completed a degree, diploma, or certificate within the last three years, with the job offer falling under National Occupation Classification (NOC) TEER categories 1, 2, or 3. Applicants must also meet language and wage standards, possess the required qualifications for the position, and demonstrate financial self-sufficiency.
This stream includes an Express Entry British Columbia (EEBC) option, which aligns with Canada’s federal Express Entry system, offering successful candidates an additional 600 points under the Comprehensive Ranking System (CRS).
Ontario
On September 26, the Ontario Immigrant Nominee Program (OINP) issued 243 Notifications of Interest (NOIs) through its French-Speaking Skilled Worker stream. Candidates needed a CRS score between 290 and 445 to qualify for this draw.
This stream allows skilled workers proficient in both English and French, with the required work experience and education, to be nominated for permanent residency by the Ontario provincial government. Applicants must have a valid profile in the Express Entry system and must receive an NOI before applying online for nomination. This enhanced stream is also aligned with the federal Express Entry system, offering successful candidates an additional 600 CRS points.
