March 31, 2024, marks the end of three significant deadlines related to the Canada-Ukraine Authorization for Emergency Travel (CUAET) program. These deadlines impact Ukrainian nationals seeking temporary residency and their eligibility for special supports under the program.
Final Day for CUAET Entry and Status Adjustments
Today is the last day for visa holders under the CUAET program to enter Canada and receive support offered through the special measures. According to Immigration, Refugees, and Citizenship Canada (IRCC), nearly 960,000 Ukrainians were approved for CUAET visas, yet only 248,726 had arrived by February 2024.
Visa holders arriving after today (April 1, 2024, and beyond) will need to meet Canada’s general entry requirements and will no longer be eligible for CUAET-related support. Additionally, Ukrainians already in Canada have until today to apply for an extension or change of their temporary resident status under the program, as well as benefit from fee waivers for these applications.
Post-CUAET Measures for Ukrainian Nationals in Canada
For those already in Canada under CUAET, today also serves as the deadline to apply for an open work permit, study permit, or to extend their stay under the post-CUAET measures for up to three more years.
Background on CUAET Program
The CUAET program was introduced to provide Ukrainians and their families temporary resident status in Canada until it is safe to return home. This initiative allowed eligible individuals to obtain a visitor visa and an open work permit without application fees. However, the application deadline for the program passed on July 15, 2023.
Permanent Residence Pathways for Ukrainians with Family Ties in Canada
Beyond temporary residence options, IRCC has established two permanent residence pathways for Ukrainians with family in Canada. Both pathways, launched in October 2023, are designed for Ukrainian nationals who have close Canadian relatives, offering a dedicated route to permanent residency.
Stream 1 focuses on Ukrainian nationals directly related to a Canadian citizen or permanent resident, such as spouses, children, or siblings.
Stream 2 is for Ukrainian nationals married to or in a common-law relationship with another Ukrainian who has family ties in Canada.
These pathways provide opportunities for Ukrainians to secure permanent residence while maintaining family connections within Canada.
